COPA Launches Esperanza Care: $2M Health Care Expansion for Monterey County Low-Income, Undocumented Families

When Maria Elena Manzo (upper left photo), an asthma educator from Sacred Heart Catholic Church, first discovered that children of Monterey County undocumented were unable to qualify for free life-saving asthma inhalers -- and that those in Santa Cruz county did -- she immediately reached out to COPA-IAF. She and other COPA leaders organized hundreds of conversations over the next few years to build the political will, first for a $500,000 county-funded pilot project providing basic healthcare services to undocumented families, and now for Esperanza Care.

COPA Expands Healthcare Coverage to 2,500 in Monterey County

At the urging of COPA leadership, the Board of Supervisors of Monterey County unanimously voted to quadruple the size of COPA's healthcare pilot project from $500 thousand to $2 Million on an annual basis.

The expanded program will provide at least 2,500 low-income undocumented residents, including farm workers and their families, with full-scope primary and preventative care, labs, radiology, medication and specialty services. A third-party administrator will be hired to issue enrollment cards, administer payments and track data.

Says leader Eddie Anaya, "Valley Interfaith has long had a vision of a community ...healthcare system that will take care of the most vulnerable — health care that will serve the uninsured, the elderly, our children and our working families. COPA Secures County Support for Healthcare for Undocumented

Upon successful implementation of a pilot project providing healthcare for undocumented residents of Monterey County, COPA leaders took another major step forward, securing unanimous Board of Supervisor support to create an action team that will prepare and present a proposal back to the Board this spring. This is an important preliminary step in securing Monterey County funds to ensure that all residents have access to quality, affordable healthcare regardless of immigration status.

Austin Interfaith Celebrates Opening of Southeast Austin Clinic

After years of public pressure on Austin's Central Health District, Ofelia Zapata, a leader with Austin Interfaith, celebrated the opening of a modern wellness clinic in Southeast Austin, a comprehensive health center near Dove Springs. "We are finally getting that holistic health care facility we wanted!" she said.

Officials expect 80,000 patient visits this year, mainly from low-income or uninsured residents of Dove Springs, Montopolis and Del Valle. The one-stop shop will include access to on-site imaging services, a pharmacy, laboratory, pregnancy support, and hearing tests in addition to nutrition classes, same-day appointments when sick, dentist appointments, community space and a garden. University of Texas Dell Medical School students and new doctors will train at the center.

Congressman Doggett and County Judge Wolff look on.With about 100,000 Bexar County residents eligible to get healthcare insurance through the exchange, leaders from COPS/Metro Alliance and University Health System brought together close to 100 community stakeholders to evaluate ACA implementation readiness and identify concerns. The first enrollment period for the subsidized insurance runs from Oct. 1, 2013 to March 31, 2014. Leaders aim to develop a comprehensive plan to educate San Antonio area residents on the Insurance Marketplace provision.

The closed-session, private-ballot vote in favor of Barnthouse was done at VVRMC's July 1 hospital district board meeting.
