Arguing that "the scope and price tag of this particular deal make it different than other day-to-day decisions," COPS / Metro Alliance leaders descended on City Hall to protest the speed and nature of the proposed $3.4 Billion contract that would pipe in 16 billion gallons of water into the city, and raise prices by 16%.

Specifically leaders asked for attentiveness to the pricing scheme for lower income utility users. "With those big rate increases we think those at the bottom of the income scale should be helped," said COPS METRO Alliance leader Mike Phillips. "If somebody were to go of out their tier they would immediately be hit with the first level tier payments. We want to see the payment tiers reworked."

"Lolina Peña, a leader in The Border Organization (TBO), told members of the Del Rio City Council that on Monday, she and Sandra Fuentes, another TBO leader, attended a meeting of the San Antonio Water System (SAWS) Board of Directors and again urged the board not to consider water from Val Verde County as a water source for San Antonio."

The Border Organization notified the Val Verde Commissioners Court that they plan to move ahead with efforts for groundwater conservation on the border, through the creation of a groundwater district that would regulate the amount of water sold to private corporations. Recent proposals by private corporations to pipe water from the border and into San Antonio spurred leaders like Sandra Fuentes into action. They plan to work with city council members and state legislators to address the lack of oversight.
