NLI Victory: Two Years After Rejecting $11M in Tax Breaks, Caddo Parish Thrives

Two years ago, Northern & Central Louisiana Interfaith (NCLI) persuaded the Sheriff of Caddo parish to become the first local official in state history to use newly granted local authority to reject an industrial tax exemption request.  Since then, Caddo Parish, the City of Shreveport, and the Caddo Parish School Board rejected $11.5 Million in property tax exemptions -- effectively clawing back those dollars for human infrastructure and safety including schools and law enforcement.  

At one point, according to KTBS: 

"Caddo Parish was giving away more money than the entire state of Texas....That is why [Caddo Sheriff] Prator reviews each potential tax break thoroughly. He even sends his chief deputy to examine the company in person. He can do that now because two years ago, Together Louisiana along with North Louisiana Interfaith, a citizen's group, pushed lawmakers and the governor to fix the problem by making changes to ITEP.

Now, Caddo parish is faring better.

NCLI Reduces Shreveport City Tax Exemption to Calumet by 49%

After compelling testimony and intervention by leaders from Northern & Central Louisiana Interfaith, the Shreveport City Council reduced Calumet's tax exemption request by 49%. The original request was for $858,444.30 and the amount approved totaled $437,769.70.

NCLI Leads Second Local Rejection of Industrial Tax Break

For the first time in the history of Louisiana's Industrial Tax Exemption Program, a school board rejected an application in order to preserve public funding for its schools. Northern & Central Louisiana Interfaith (NCLI) leaders and Caddo Parish teachers spoke passionately at a Caddo Parish School Board meeting, asking board members to "put the students first." As a result, the Board voted to deny exemptions from school board taxes for Inferno Manufacturing, Inc.

NCLI Launches ACTS Job Training Program to Combat Louisiana Poverty

With Louisiana as the state with the third highest number of poor people, many of them working full-time, Northern & Central Louisiana Interfaith leaders are devising new ways to tackle poverty. Says Pastor Clayton Moore, "If you work, how is it that you're poor?"

NCLI leaders have launched Another Chance to Succeed (ACTS), modeling itself on Project QUEST in San Antonio and NOVA in Monroe, Louisiana. The goal is to train adults into higher wage jobs of at least $15 / hour. ACTS is targeting January 2017 as its start-up date.

NCLI Leaders School Public: Higher Ed = Jobs + Economic Growth

Northern and Central Louisiana Interfaith leaders hosted a summit in which university presidents responded to questions about the impact of state budget cuts to economic growth in Louisiana and about investments universities need to provide quality affordable education. Leaders highlighted the importance of affordable high education as a gateway to the middle-class for lower income residents. They additionally drew attention to studies documenting that for every $1 invested in higher ed, the state enjoys $8 in additional economic activity.

The summit was held in collaboration with the University of Louisiana at Monroe, Grambling State University, Louisiana Delta Community College and Louisiana Tech University. In photo, Grambling President Frank Pogue and ULM President Nick Bruno lead a discussion.
