According to Rick Nicholson, "Winter is the hardest time to be homeless in Federal Way."

At an assembly organized by Sound Alliance and Federal Way's Reach Out organization, 250 people urged City officials to invest in a homeless day shelter. Federal Way Mayor Jim Ferrell committed to work with the organizations to find funding, and to look for other partners in the effort.
